Thank you! I have the same odd placed brackets. I apparently bolted it correctly, the way Marco describes below, but had NO IDEA why it was this way.

: Duane,

: The frame you have is the standard frame introduced for use with the slant windshield models. I believe they were used on all cars by late April 1931. If you check the measurements you will find the front hole in the bracket aligns perfectly with the rear hole in the previous assembly.

: When used under roadsters, coupes, etc., both carriage bolts were installed. The rear bolt in the body attached to the front hole in the bracket. The front bolt was installed through the splash apron only, using the same hex nut, lock washer, and flat washer. The corresponding aprons had three holes to accomodate both the slant and straight windshield models.
