Quite true. Ford sold a complete chassis without the body. Any of the many body manufacturers could have made a custom body. It might be a standard Model A body that has been modified. I also doubt that Ford built this custom body. Try Imperial Palace in Las Vegas. They have over 800 cars in there collection which includes another one of Al Capone's cars (a V16).
