Are you sure it is a 1928 cowl? If you have any photos of cars you may be able to tell as much from the outside and the cowl assembly may be of use to someone.

There were four different dash rails in 1928 (two additional in 1929). The open car dash rail was attached with six screws on the face, had a small rib (5/16"?) across the top of the face, a small rib along each end and slightly concave top to bottom. Most closed cars were similar but no ribs on the ends and basically flat from top to bottom. Station wagon and commercial was similar to the second type but slightly larger. I can't offer dimensions on these. The last 1928 version was the Fordor which had no screws visible on the face of the dash rail.
