it is a gloss black enamel that is not rubbed out.
casting marks, draw marks and such are left, don't 'over restore'.there is one picture from july of 1929 that it looks like they painted over some dirt on the frame.i'd advise 'remove the dirt' .many of the parts were dipped not sprayed (my horn cover actually had a section inside that was unpainted due to an air bubble when it was dipped)
