Tim,
I believe you may be reading about engines that have been rebuilt. There are two ways to purchase a rebuilt motor.

One is a short block..... which means the motor has the pistons, crankshaft, camshaft and valves redone and ready for the owner to install the oil pump, head, and all the tin (oil pan, side cover etc)

The term , Long block, means the motor is almost complete ready to install in the car..... It has all the things done to it, including the head machined and installedand depending on the rebuilder the oil pan, water pump, oil pump, timing cover, and other parts may be already installedA long block costs more but there is less to do to install it......
