I had the same problem with my '29 Tudor for two years.We checked the toe-in/tow-out, checked the wheel bearings, made sure the brakes weren't dragging, and rebuilt the steering box, all with no luck.What I finally did was to tighten the tie rods as tight as I could.When we checked the toe-in/toe-out we used a screwdriver, this time I used the flat end of a crow-bar (which fits perfectly in the screw) and was able to tighten these up a good turn and half.
Since doing this, I have not had one shimmy or shake.One of my friends commented that my steering wheel will feel stiffer now, but I haven't noticed any difference.
