Forgot to comment on the brake lever. How much more, 5 degrees probably won't hurt but much more directs the forces in a direction the designer did not intend and would reduce leverage, could be as bad as the other extreme. If there is no play or lost motion in the assembly then you have to go into the front brake drum area and find out why the control rod is not seating properly if that is the problem. You can find it....

: My running chassis (finally) is sweet to drive, and what a great sound!But, there is a slight occasional flutter at idle.Advisors have told me that this may be a worn throttle shaft in the carb.I've double checked EVERTYTHING else.What kind of tolerance is permitted?Is an oversize shaft the best cure?

: Also, Schild's book shows that the front brake levers should lean 15 degrees ahead of centre.Is more better?
