It was not wide enough to reach the fender bolts.The 1 1/2" wide welting should work.When the bolts holding the fender to the body are tightened the gap between the top of the fender is reduced.The fender and body are built so the top of the fender and the body will meet first at the outside of the body before the inside.If the curve of the fender is correct there will be enough pressure to hold the welting in place. The welting is black lacquered cloth with a paper core and is put on after the car is painted.

You are right, Bob, and the explanation of how the fender to body clearance diminishes during tightening of the fender bolts is good.But I really wonder where Scott got the information that there is no welting..
