G'Day Rick,
There's a good chance that it's just the dowels & the circumference of the mounting flange are frozen onto the flywheel. Get someone to put pressure on the back of the flywheel opposite the starter mount through the dust cover hole with some type of lever or crowbar, or jam something in there like a tapered block of wood, then give the flywheel a few good taps through the starter hole. The tapered block may need to be knocked in & the process repeated a few times, but I'm sure you'll win in the end. Be careful to locate the tapered block onto somewhere behind the back of the block or on top of one of the housing mounting bolts else you may end up cracking what might have been a perfect flywheel housing.
