Ken, with the carb on the car remove the bottom of the carb. The top of the float should be 5/8 inch from the bottom mateing edge of the upper carb half when held in the up position with your finger. I use a 5/8 open inch wrench for a sight guide. This does not guarantee that the fuel level in the float bowl will be right. You need a sight gauge for that.
