Jim,
While you have the oil pan off, I'd try to see if the oil return tube is in the bottom of the pan.You can shake the pan and if you hear a rattle it is in the bottom.If your 28 pan is the early type it will have a clean out port hel in place by six bolts.
Remove this plate and fish it out.If your pan does not have this clean out hole, you should be able to snap out thelong baffle in the oil pan. Let us know how you make out.
