Brake adjusters

I have recently inhereted a 1929 phaeton that has had a recent brake job, but the brakes work terribly due to improper adjustment. The adjusters are frozen, and I'm looking for suggestions on how to free them? I don't want to apply too much heat...snap them...whatever. Any ideas? Also any recommendations on an authoritative "A" manual? ThanksDan Bray.
