Front End Shimmy

Occasionally, when I apply the brakes, there is a front-end shimmy.
This does not always happen, particularly if I have a long stop.
Not being much of a mechanic, I have checked the steering, and there is mininmal play.
I tightened the nut on the Pittman arm and on the steering column
which helped slightly.Have not checked the brakes in a while,
but I remember once that the front pads were low.Since this occurs only during
primarily occurs while I am braking, should I redirect my attention
to the brakes and not to the steering?
