The two steel floorboard supports are indeed mounted under the larger of the two front floorboards.I used the measurements off my original, deteriorated boards on my '31 Tudor.
The rivet heads are up; that is, they are visible when you lift the carpets or floormats.
The brackets on my car are 11 1/2 inches apart and centered left-to-right.Hope this helps.
