The condition you discribe can be the result of poor headlight sockets.If you are using the currently available replacement units, check to see if you have a distinct high and low beam operation.I suspect that the buttons (contacts) inside the socket may be touching one another.This causes both filiments to be on , increasing the current drawn to the levels you are experiencing.Sometimes they can be fixed by placing an insulating material between the buttons, but I think your best bet will be to find originals and rebuild them.

Some members in our club have modified the replacements by disassembling the socket and making a second fiber insulator which serves to hold the buttons firmly on place so they can't short out.
