Mike,
Are the holes in the wheels to large allowing the lugs to bottom against the brake drum rather against the wheel?If this is the case there are stainlees steel cup washers that restore the wheel holes to their original size and also keep the wheel paint from chipping. Make sure that the threads on both the brake drums and lugs are in good shape.Let us know what you find. Regards,
