Hi Ken,
As for "correctness", I think most judges are going to refer to the Paint and Finish Guide as if it were part of the standard. I don't think it is officially mentioned in the Judging standards but it is going to be the reference.
My experience is that paint in a can usually appears darker in the can than it is when applied especially over a light background such as the chrome bumper clamp.
