I can't comment whether the part you mention is correct for your truck, but I can say that every oval escutcheon plate I've ever seen in a Model A has been mounted vertically, top to bottom - never sideways.
I checked all my reference books and couldn't find a factory photo of the 30 Pickup interior.Suggest you contact Mack Hils, Box 278, Moberly MO 65270.He's written a 52-page book on "Restoring the Model "A" Pickup" and probably knows as much as anyone.
