Greetings Rick,You're in luck! I found a set of plans a few months back for a Model A tow bar in the Restorer, Sept-Oct, 1984 (29-3) p. 34-36.There are also some discussions in some follow up letters to the editor about the problems with towing a Model A by the front axle rather than the frame.
