Ken, are you sure your problem is with the adjusting wedge?The symptom you mention might be caused by a roller track that is in poor shape.In order for the shoes to expand at all the roller track must be flat so the rollers can move in and out as pedal pressure is applied.Frequently (read "always") in my experiences these need to be repaired by welding up the "ditches" in them and then refiling them smooth.Almost all Model A repair guides cover this procedure, but I think Jim Schild's book has some good pictures, too.
