Ken,
As a start I would remove both front brake shoes from the backing plate and look at the two arms that ride on the brake adjusting wedge as they should have a slight point on the end that rides on the wedge.The pair should also be the same length from the holes to the area that rides on the wedge. If these appear okay, just turn the adjusting wedge all of the way into the backing plate. The small dust cover should pop out and you can extract the wedge. It should have a good taper and detents where the brake arms ride and cause the clicking sound when adjusting.As Doug noted you may need the pills to get the proper forward position on the brake lever arm. When adjusting the brake, pull back on the brake lever arm to remove the free play and adjust the clevis until the pin will go into both the clevis and and brake lever arm.
