I've found its not how much you pay but what you buy.A really good rim can easily be worth $50 or $60 if it has no cracks, minimal rust, holes that are not worn or "wallered-out", and straight.Be sure to check them on a hub you can spin to see if they wobble or jump up and down (eccentric) as these problems can't easily be fixed.Also you can check the balance, as some rims are way out of balance.The most time consuming part of restoring wheels is filling the rust pits, so the less rust the less work required to make them look right.Good luck - good 21" wheels seem harder to find then 19", but there are still a lot out there at swap meets and in garages.
