The rivets are spiraled, like very course screw threds. If you have very sharp pliers, grab the head and turn counter-clock wise to remove. If that fails, use a Dremel moto-tool and cut a slot on the head of the rivet and remove with a screwdriver.If the fuel tank is removed you can punch the rivets out from the inside with a very small punch or nail.
