There are two other options you have if sandblasting won't remove all the rust.Try brushing some diluted muriatic acid on the remaining rust.Sometimes the acid will "leech" out the remaining rust.The other option is to neutralize the rust like you mentioned.There is a spray product called "Extend" which transformes the iron oxide into iron phosphate. The degree of restoration is up to you.Very thin coats of body putty and a nice flat sanding block will work wonders if you have the time.
