The tabs should be bent straight up (not laying over)then place the cap in place. I have a contoured piece of wood with a piece of carpeting to lay the hup cap and wheel onto..... then I turn the assemebly upside down and reach through with a long pry bar to bend the tabs over onto the inside of the hub of the 19" wheel..... only bend every other one over so you have some left over if they break off.... I even put neoprene vacuum hose over the tab so that it grips a little better and tends to bend in just a little different spot and the neoprene's spongyness seems to make the cap a little more secure.... hope it works for you......
