The ignition circuit is:
Battery to coil Minus connection.
Coil Plus connection to Popout wire terminal.
Popout conduit screws into the distributer and makes contact with the subplate in the distributer. Subplate is wired to the moveable contact point.The stationary point completes the circuit to ground.

The popout in the ON position connects the popout wire terminal to the lead in the popout conduit. In original units, the popout also grounds the distributer wire when it's pushed in, Repro switches don't ground as far as I know.

The popout moves out about 3/16" when it is released.The intention was that you pop it out then remove the key and drive.Then push it back in when you want to stop the engine.

If the keylock was frozen the pop-out may be also, but I'm not personally familiar with the Whitney switch.
