I don't know about the J C Whitney swith, but the original popouts do indeed "popout".If the key works, there should be a way to remove the cylinder and check for corrosion or whatever inside.The original popouts have a screw on the side that must be removed before the guts come out.Remember, this was one of the of the items most replaced.
