I have a 28 Fordor and have had some of the same problem, both with the gas cap and radiator cap.They have the same thread, and the radiator and gas tank necks can get banged-up, so the first thing is to check them and see if they are out-of-round or if the threads are damaged.If out of round a little, they can be GENTLY persuaded back into shape with careful use of clamps and wood blocks.The threads can be chased file.There is a die available (from Brattons, I think) but is quite expensive for a one-shot use.I have also found the culprit is sometimes the cap - try several different ones and one may fit much easier than the others.Like a lot of things on the '28, these threaded caps are a much better design than the later type if they are in good shape.Be sure you don't mix-up the gas cap and radiator cap - the gas cap only has a vent.
