Dave,
The left side could also be lower because of a bent frame or perhaps there is something wrong where the frame is mounted to the spring (not centered).
I have seen an article on 'rearcing' the springs.Basically what you do is put the individual springs in a vise, the center of the spring is clamped in the vise, and use a big lever to bend them.If your car is leaning to one side because of the springs then most likely one side is bent more than the other.The rearcing is done without appling any heat to the springs and a little bit at a time.
Each leaf tends to dig a groove into the leaf below it.If the groove is deep enough it can prevent the spring from operating properly, and they should be replaced.
